Proposed Cannabis Regulations

During the formal rulemaking process, California’s three state cannabis licensing authorities announced in July 2018 the publication of proposed regulations in the California Regulatory Notice Register. This was the first step toward adopting non-emergency regulations and marked the beginning of a 45-day public comment period.

After receiving and reviewing thousands of comments, both oral and written, on the proposed regulations from public hearings hosted throughout the state, it was determined that there were a number of sufficiently-related changes to the proposed regulations that were necessary to clarify certain sections and provisions. This led to changes to the proposed cannabis regulations that were published October 2018 and opened up an additional 15-day comment period.

The licensing authorities submitted their proposed cannabis regulations packages for review to the California Office of Administrative Law (OAL) on December 3, 2018.
