Licensees must maintain, at all times, an accurate, complete, and detailed diagram of the premises on record with the DCC.
When to submit a premises diagram:
Applicants must submit the proposed diagram during the application process.
Licensees must submit a request to modify their premises diagram.
No modifications to a license’s current premises diagram can occur without prior approval from the DCC.
To submit a premises diagram modification request:
- CLS users: The DRP must submit a science amendment
- CLEaR users: The DRP must submit a Form 27: Notifications and Requests to Modify a License, along with the diagram.
What the premises diagram must look like:
The diagram must be drawn to scale to clearly determine the bounds of the property and the proposed premises. Ensure all text and images are legible and clear.
Temporary cannabis events have specific diagram requirements.
The diagram for all other license types must include the information listed below, plus any additional information required for the specific license type.
What the premises diagram must include:
All license types must include (excluding temporary cannabis events):
- Indicate the boundaries and interior and exterior dimensions for both the property and the proposed premises and structures, including all the following:
- All entrances and exits
- All walls, rooms, interior partitions, windows, and doorways
- A brief description of the principal activity to be conducted in all areas of the premises mentioned above
- Identify limited-access areas. A limited-access area includes any area:
- Where cannabis or cannabis products are stored or held; and
- That is only accessible to a licensee and authorized persons.
- Identify and label each area, room, and location(s) where all commercial cannabis activities will occur on the premises, if applicable to the business operations, including:
- Storage of cannabis or cannabis products
- For Type S and Cultivation licenses (with multiple licenses held by one licensee), the storage area cannot be shared
- Loading or unloading of shipments
- Extraction
- Infusion
- Packaging and labeling
- For cultivation licenses with multiple licenses held by one licensee, the packaging and labeling area cannot be shared
- Cultivation
- Processing
- For cultivation licenses with multiple licenses held by one licensee, the processing area cannot be shared
- Batch sampling for regulatory compliance testing
- Loading for deliveries
- Customer sales (public-access)
- Customer point-of-sale system (limited-access area)
- Secured waste receptacle/area
- Storage of cannabis or cannabis products
- Identify and label all security cameras including the assigned numbers for each camera unless the premises is exempt pursuant to section 15315 or 15044. Areas that shall be under video surveillance shall include the following:
- Areas where cannabis or cannabis products are weighed, packed, stored, loaded, and unloaded for transportation, prepared, or moved within the licensed premises.
- Limited-access areas
- Security rooms
- Areas storing a surveillance system with at least one camera recording the access points to the secured recording area
- Entrances and exits to the premises shall be recorded from both indoor and outdoor vantage points that allow the cameras to clearly record activity within 20 feet
Requirements for certain spatial scenarios:
- If the premises is located on only a portion of a property:
- Label the premises boundaries and include the purpose of the remaining property
- If there are two or more licensed premises on the property:
- Indicate the entrances and walls that will be under your business’ exclusive control, as well as the designated entrances and walls for each additional premises
- Identify all proposed common or shared areas of the property, such as lobbies, bathrooms, hallways, breakrooms, and waste areas
- If there is a residence on the property:
- Show the designated buildings for the residence and for the premises
